Singh (Retd.) a Defense expert and columnist, revisits the reasons of conflict between the two neighbors, who were part of erstwhile super power USSR, which collapsed into 15 ‘splinters’ on December 26, 1991. Then General Secretary Mikhail Gorbachev made an effort to reform the Soviet political and economic system and emerge out of stagnation.
