Raghav Chadha, RS Member, Assures the Students; Anti-Paper Leak Law will make the System Stronger

Parliament (New Delhi: Highlighting the Need to Protect Students’ Mental Well-being, hard work and merit, Raghav Chadha, the BJP Member Parliament (Rajya Sabha from Punjab), spoke on
the Anti-Paper Leak Bill in Rajya Sabha, calls it a Historic Reform for India’s Students. Calling for uniform accountability across parties, he cited past leaks under UPA (AIIMS PG, RRB, AIEEE, SSC-CGL), a long list of examination controversies under AAP’s Punjab government, and the Karnataka SSLC and Pre-University leaks under the Congress government — including the arrest of a minister’s own PA — asking why no accountability followed.
Drawing a sharp analogy, Chadha remarked that “just as cancer cannot be treated with Crocin, paper leaks cannot be stopped with media soundbites” — they demand real institutional change, which is being achieved through this bill. Invoking Benjamin Franklin’s “well done is better than well said,” he said the Government has now delivered concrete reforms rather than mere talk.
He explained the Bill treats paper leaks as organised crime, prescribing up to 10 years’ imprisonment, fines up to ₹10 crore, and fast-track, non-bailable prosecution asserting that every honest student deserves a fair examination where hard work and merit, not a leaked paper, decide the result.
