Paying tribute to freedom fighters, he lauded Haryana’s sacrifices in India’s wars and praised the armed forces’ valour. He also highlighted India’s technological self-reliance, citing military operations like Sindoor and Mahadev.
The CM spoke of major governance reforms in the last decade, including merit-based recruitment, online transfers, the Parivar Pehchan Patra system, and 1.80 lakh job opportunities. He highlighted digitisation of government services, overseas employment for youth, and improved public safety with an average emergency response time of seven minutes.

On welfare, he announced raising the OBC creamy layer income limit to ₹8 lakh, higher pensions now covering 10 disability categories, and increased benefits under the Mukhyamantri Vivah Shagun Yojana. He also highlighted free dialysis in government hospitals, the expansion of medical colleges, and women’s empowerment schemes such as drone training, free higher education, and 50% panchayat representation.
For industry and infrastructure, Saini said Haryana had seen rapid MSME growth, 24×7 electricity in villages, tap water in every rural household, regularisation of colonies, 21 new national highways, and metro expansion projects.
Concluding his address, Saini urged citizens to commit themselves to building a Viksit Bharat and Viksit Haryana, rooted in prosperity, inclusivity, and cultural pride.
