KJ Alphons presents bill to amend the Preamble; Opp gets furious
Rajya Sabha Dy Chairman keeps discussion for a later date
New Delhi, Dec 3 (UNI) The Rajya Sabha on Friday saw protests when former minister and BJP member KJ Alphons moved to introduce The Constitution (Amendment) Bill, 2021 (amendment of the Preamble), as part of the Private Members’ Bills, with the opposition terming it as “an attack on the edifice of the Constitution”.
After Alphons got up to introduce the bill, and House Deputy Chairperson Harivansh Narayan Singh gave him leave to introduce the bill, ignoring the loud “Nayes” from the members, there were loud protests.
Deputy Chair Harivansh Singh explained to the members that at this juncture no decision can be taken on the Bill and the House has to decide later.
However, 0ppsition members asked how could the Chair ignore the loud protests and allow a bill to amend the Preamble to the Constitution.
“Amendment to the Preamble is an attack on the edifice of the Constitution. The Nayes were much more prominent, yet you chose the Ayes,” members remonstrated with the Deputy Chair.
“I have to follow the process,” the Deputy Chair said, adding that “It is for the House to decide whether the Preamble can be amended or not.”
Following the protests, Alphons then suggested that consent to introduce the bill be reserved and a ruling can be taken later, which was accepted by the House.
“The House can go into the merits of the Bill,” he suggested.
The members then quietened down.
