Lucknow: With focus on quick, all-inclusive and holistic development of Uttar Pradesh the Yogi Adityanath government on Wednesday presented a budget of more than Rs 6.90 lakh crore for the next fiscal 2023-24 in both the houses of the State Legislature with a provision of Rs 32,721.96 crore for new schemes, including free refilling of cooking gas cylinders twice in the year under Ujjwala scheme.
While no new tax has been proposed in the budget presented by Finance Minister Suresh Kumar Khanna, a fiscal deficit of Rs 84,883.16 crore has been estimated, which will be 3.48 percent of the estimated Gross State Domestic Product (GSDP) for the year.
With an eye on the Lok Sabha elections, the government has made an attempt to fulfill the aspirations of all sections of the society, including youth, women, poor and farmers.
In its budget for the next fiscal 2023-24 the Bhartiya Janata Party (BJP) government has also made an attempt to fulfill promises made in its Lok Kalyan Sankalp Patra (manifesto) issued before the UP-assembly elections held last year. The government claimed that out of 130 promises made in the Lok Kalyan Sankalp Patra 119 have been fulfilled through this budget.
As per the promise made in the Lok Kalyan Sankalp Patra the government has made a provision of Rs 3,047 crore for free refilling of cooking gas cylinders to the beneficiaries of Ujjwala Yojana twice in a year (Holi and Diwali).
Similarly, fulfilling its promise to free electricity to the farmers for irrigation purposes100 per cent rebate in electricity bills will be given to private tube well consumers for which a provision of Rs 1,500 has been made. In the last budget the government extended a rebate of 50 per cent.
In addition to this a provision of Rs 1,950 crore has been made for power supply to private tubewells of the farmers on subsidized rates. An arrangement of Rs 21,791.25 crore has been proposed for the food supply scheme (Annapurti Yojana).
In the next fiscal the government expects a revenue collection of Rs 1.50 lakh crore from State Goods and Services Tax (SGST) and Value Added Tax (VAT), Rs 58,000 crore from Excise Duty, Rs 34,560 crore from Stamp and Registration and Rs 12,672 crore from Vehicle Tax.
The total receipts of the government are estimated to be more than Rs 6.83 lakh crore, including revenue receipts of Rs more than 5.70 lakh crore and capital receipts of more than Rs 1.12 lakh crore. Compared to this total expenditure is estimated to be Rs 6,90,242.43 crore, including Rs 5,02,354.01 crore on the revenue account and Rs 1,87, 888.42 crore on the capital account. (UNI)
