Former Speaker: Violation of rules by Speaker; opposition will seek answers in budget session
Speaker KS Pathania: 3-day winter session of 14th Legislative assembly concluded
Dharamshala: On Friday, the last day of the Vidhansabha winter session, the opposition staged a walkout from the House raising slogans for not giving an opportunity to speak in the discussion on the motion of thanks on the Governor’s address.
Former Assembly Speaker Vipin Singh Parmar, who is leading the opposition in absence of Leader of Opposition Jairam Thakur in the House, said that it was decided in the Speaker’s chamber in the morning that four people each from both sides would speak on the motion of thanks. The opposition followed these rules, while the top leaders of the ruling party handed over the slips to the Speaker to speak on the proposal.
When the opposition raised questions on this system, the Speaker started talking about privilege. “It is alleged that the present Speaker of the Assembly is repeatedly violating the rules of institutions and assembly.”
The first 3-day winter session of 14th Legislative Assembly concluded on Friday at Tapovan Dharàmshala on Friday.
Addressing a press conference, Speaker of Himachal Pradesh Legislative Assembly Mr. Kuldeep Singh Pathania this evening said “…the first session of the fourteenth Legislative Assembly of Himachal Pradesh has ended with complete success today”. He said that the meetings of this honorable House lasted for a total of 09 hours.
He said that the first session is always formal. A total of 3 meetings have been held in this session.
He said. “….on the first day of the session, oath was administered to the newly elected members of the Assembly by the protem Speaker Mr. Chandra Kumar.” Thereafter, on the second day of the session, the House elected the Speaker in accordance with Article 178 of the Constitution, in which the ruling party and the opposition completed it unanimously.
He said that on the same day at 2:15 pm, the Governor of Himachal Pradesh Mr. Rajinder Vishwanath Alekar gave his address in the House. After a substantial discussion on the motion of thanks on the Governor’s address, it was passed. Some papers and an ordinance were placed on the table by the government and two bills were passed by the Legislative Assembly after meaningful discussion.
