1894 – Lawrence Hargrave, the Australian inventor of the box kite, linked four huge box kites together, added a sling seat, and flew – attached to the ground by piano wire.

1990 – Uttar Pradesh Government raises the reservation for Backward Classes in direct recruitment to State Services from 15 to 27 per cent.
1996 – Saudi Arabian Flight 763 and Kazakhstan Airlines Flight 1907 collide in midair over Charkhi Dadri in Haryana, India, killing 349 people, the third-deadliest aviation disaster in history.
2014 – The U.S. and China have agreed to cut greenhouse gases, with U.S. President Barack Obama setting a goal of at least a 26 percent reduction over 2005 levels by 2025; China’s Xi Jinping made the nation’s first commitment.
